Wouldn't we have a surer guarantee of quality if we were to go with a large consultancy company?
A large firm is not a guarantee of quality - sometimes just the opposite. Big corporations often have to be many things to many people and this fractured focus can be a peril to your project. In addition, you can usually expect to pay high rates without necessarily knowing what, if any, "superior" services were performed. Accountability has a tendency to decrease as the size of a company increases.

How can we be sure that Arden has performed the tasks set out?

Is higher price an indication that I will receive faster, better connection service from an ISP?
Not necessarily. Higher prices sometimes indicate that the provider has invested in fast connections, such as T3 or higher bandwidth links. The mere presence of such links, however, does not guarantee that your connections will be faster.
A poorly designed combination of high-speed links and low-speed clouds, for example, might affect the overall performance of the provider negatively.

Bottlenecks are caused by an over-subscription or over-utilization of a bandwidth on a physical link.
